  • EMTC Observes National Emergency Management Awareness Month

    WEEKLY CONTENT
    Week One

    OASIS is recognizing National Emergency Management Awareness Month alongside the International Association of Emergency Managers (IAEM) community. We are highlighting the open standards and open source tools that help emergency managers connect systems, share information, and ultimately save lives when it matters most. The OASIS Emergency Management Technical Committee (EMTC) has been advancing this work for years.

    We’re excited to share the news that the EMTC will be hosting a pre-conference training session on CAP Occupancy Alerting (CAP-OA) on Sunday, 8 November 2026 at the IAEM Annual Conference in Long Beach, CA.

     Using USGS ShakeAlert® data to model a Magnitude 7.3 earthquake, this live demo will show how occupancy intelligence can improve real-time resource allocation. Attendees will learn how to upgrade alerts for occupancy, respond effectively with limited resources, and use vendor tools that support interoperability, walking away with working examples to start using CAP-OA on day one.

     Week Two

    CAP (Common Alerting Protocol)
    The tornado warning on your phone. The AMBER Alert on the highway sign. The broadcast across your television and radio. All of these rely on the Common Alerting Protocol (CAP), an OASIS Standard since 2004 that lets any alerting system, from any vendor, speak the same language. 

    Today, 97% of the world's population lives in a country with a national CAP feed either operational (90%) or in development (7%). That kind of near-universal reach is exactly why CAP is named as a key component of the UN's Early Warnings for All (EW4All) initiative, which aims to protect everyone on Earth with life-saving early warning systems by 2027.     Keeping CAP working across borders and vendors takes ongoing collaboration. The Common Alerting Protocol (CAP) Implementation Workshop and Training 2026 will be held from 6 – 8 Oct 2026 in Birmingham, England, and online. Last year's workshop drew about 900 registered participants from 143 countries/territories, a sign of just how global this collaboration has become.     Week Three

    EDXL and EMF 

    When fire fighters, EMS, hospitals, and emergency management all run different software, the OASIS Emergency Data Exchange Language (EDXL), a suite of XML-based messaging standards, allows them to share resource requests, hospital status, and situational awareness without custom integrations for every pair of systems. EDXL is an open standard that’s free to implement and isn’t tied to any single vendor.

    The OASIS Emergency Management Framework (EMF) takes that a step further. It's an open source toolkit, built on EDXL, that lets developers create, send, store, and organize emergency messages, all released under an open license so any agency or developer can build on it directly. The OASIS Emergency Management TC is proud to continue advancing and maintaining these tools.

    Week Four

    Community and IAEM Motivations

    Have you ever received a wireless emergency alert during a real emergency? There's a good chance CAP or EDXL was behind it. Tell us about it in your comments.

    Every open standard and open source tool that we've highlighted during National Emergency Management Awareness Month, including CAP, EDXL, and the EMF toolkit, was built through open collaboration among practitioners, vendors, and government stakeholders.   • EMTC to Participate at Annual IAEM Conference – Unveiling Two New Efforts

    The EM TC is pleased to announce that it will be at the 74th IAEM Conference November 6 – 12, 2026. The Theme for this year’s conference is “Charting Through Preparedness; Anchored in Resilience. To register tap here

    This year the EMTC presents a full-day Training Session Sunday, November 8, 2026: The Modernized Alerting Workshop: The New CAP Occupancy Alerting (CAP-OA) Profile. 

    The EMTC presence builds upon The Common Alerting Protocol (CAP) the world-wide standard for sending alerts and shows how the new profile, CAP Occupancy Alerting (CAP-OA), enables the inclusion of occupancy information critical to proper allocation of emergency resources.

    The EMTC will present and demonstrate:

    • How to upgrade Your Alerts for Occupancy - Today!
    • How to Rapidly Improve Emergency Response with Limited Resources
    • Watch a Demonstration of CAP-OA in a Realistic Earthquake Emergency

    • See the Emergency Management Framework (EMF), a prototype Reference Implementation of CAP- OA and other Emergency Data Exchange Language (EDXL) solutions,
    • Learn what to look for in vendor tools for improved interoperability and resilience

    The EMTC at IAEM aims to show how using EDXL helps improve not only response to alerts, but also resource management, situation reporting, hospital availability and tracking of emergency patients.

    Attendees will learn to incorporate CAP-OA successfully.

    The goal is to show how to make your organization more resilient to change immediately and moving forward; to future-proof yourself and your organization in the face of rapidly changing technology. We aim to show how you can help your organization work more effectively with other local, state, national and international partners?
