OASIS Common Security Advisory Framework (CSAF) TC

Dear colleagues,

as we have members in our TC that were not yet listed in Appendix A. Acknowledgments, I added them according to the list I received from OASIS some time ago. Also, I went ahead and did some clean up guided by the following rules:

- new members are in
- members that left, are kept in the list (assuming the list was correct at the beginning and listed only those people that were members when we started CSAF 2.1)
- observers are out, unless they contributed

If you object the rules, please reply to the list. (Feel free to state your express your approval the same way.)

Please review https://github.com/oasis-tcs/csaf/pull/1465. If I missed somebody, please state it in the Pull Request.

I intend to set a motion soon, to approve the PR and rules.
