Negotiations (Section 9) has been considerably re-worked.
The MMT model (Market Mechanism) has been re-worked in Section 13.1
Much of the explanatory/discursive material related to both subjects has
been moved to Appendix B, where it becomes non-normative.
These three areas are now the pivot points of the document and the editor
asks for comments
