Submitter's message Greetings!
I hope everyone is well-rested after our break and ready to move forward on Part 4!
Patrick
Minutes from 27 July 2026 follow:
Patrick: Meeting starts: 12:02 EDT Roll Call
Patrick: Patrick, Regina, Michael, Olivier - quorum - yes
Patrick: Minutes of July 20th - approved by consent
Patrick: Agenda - approved by consent
Patrick: Olivier - made updates - to his function proposals
Olivier Hallot:
https://issues.oasis-open.org/browse/OFFICE-4204
Patrick: IRR note - then Olivier's two function proposals
Olivier Hallot:
https://issues.oasis-open.org/browse/OFFICE-4205
Patrick: Rich has joined -
Patrick: Regina - need a note to show user's how the function works
Patrick: Regina - Necessary to have something like this - should not have a formal constraint
Patrick: Excel comment reads:
Patrick: Values must contain at least one positive value and one negative value to calculate the internal rate of return.
IRR uses the order of values to interpret the order of cash flows. Be sure to enter your payment and income values in the sequence you want.
If an array or reference argument contains text, logical values, or empty cells, those values are ignored.
Regina Henschel: Rich joins the meeting.
Patrick: Do we agree we need such a note (Regina)
Patrick: Consent to having the note.
Patrick: How much should the note report?
Patrick: Some version of: "Values must contain at least one positive value and one negative value to calculate the internal rate of return."
Maybe: "IRR uses the order of values to interpret the order of cash flows. "
Third line - postpone to next meeting for testing
Patrick: How do other applications treat those value conditions
Patrick: ?
Patrick:
https://issues.oasis-open.org/browse/OFFICE-4205
Patrick: Regina - are negative values allowed when only rows or columns are given?
Patrick: Regina - one negative and one positive?
Patrick: Regina - constraint already enforces a result as smaller than the target
Patrick: Olivier - will apply comments on 4205 to 4204 - the take function
Patrick:
https://issues.oasis-open.org/browse/OFFICE-4211 - displaying screen Patrick
Patrick: Is the request "6.12.24 IRR, shouldn't the paragraph "Constraints" state that the "Values" parameters must contain at least one number?" about usage of a function by the user and not constraints enforced on the function.
Patrick: Regina - already covered by inability to converge, if you don't specify values
Patrick: Olivier - implementation dependent on algorithm
Patrick: Inability to converge covers failure to supply values. - agreed -
Patrick: Row 16 parameter type for IRR - NumberSequenceList instead of NumberSequence -
Patrick: The difference is NumberSequenceList adds ReferenceList as a possible argument
Patrick: Regina - it isn't clear how they are connected - how are values handled in a sequence - positive , negative - NumberSequenceList mean union of two cell ranges
Patrick: If applications return error, don't change it.
Patrick: Olivier - agrees with Regina - sequence of numbers means a sequence of numbers, not sequences
Patrick: Adjourned 13:04
Patrick: Next meeting - Aug. 17th
