OASIS XML Localisation Interchange File Format (XLIFF) TC

Hi,

The XLIF 2.3 specification has been updated and the new version is now available on GitHub.

The Provenance module has been rewritten and a new XML Schema has been added. 

OASIS changed the templates for specifications and committee notes last year, after XLIFF 2.2 was published. I updated the XLIFF 2.3 specification to align with the new template.

With the new Provenance module now in place, I completed a first draft of the XLIFF Memory note. 

Both documents, the specification and the note, have placeholders to fill. We need to start looking into them.
