Working group to discuss the satellite document and how it relates to the current MAP work.  Tasks:

2. Discuss the technology and current research
3. How does this spec relate to CAP
4. Should a section be added to MAP?
5. Make recommendation to the CAP-SC regarding further work and response to the organization (and Eliot) regarding.
