Voting rights update

Tasks done:

• deleted client ID from PINGREQ

• use client ID in the Connection Encapsulation

• added text to the Connection Encapsulation to state the assumption that the Server Network Address is static

• added text to 3.1.2.6 to state the Allow Network Address Changes flag applies only to the Connection Encapsulation

• changed Allow Server Sleep Duration flag to apply to all of Keep Alive, Session Expiry and Sleep Duration – flag name changed to Allow Server Suggested Values – 3.1.2.7

• issue 95 – define minimum maximum packet size. Analysis in https://github.com/oasis-tcs/mqtt/issues/95 gives the result of 10. Change applied to 3.1.7

• updated the protection encapsulation section to include conformance statements

Tasks started:

• Ian has started Client and Server implementations in Eclipse Paho in C and Python

• Simon has started updating his Java implementation
