LIOM and JLIFF, as well as TBX mapping

Only Robert and I met, we had a productove session over the JLIFF prose and the schema,

schema was fixed to allow all four possible starting levels for payload content:

"files", "subfiles", "subgroups", "subunits"

We agreed to try for next meeting on 14th July with hopefully more TC mebers present
