    6. Update PUBWOS to not preclude unicast (done)
    7. clarify that MQTT-SN does not deduplicate (done)
    8. be specific about DUP flag use
    9. re-review Topic Registration and Alias sections for consistency
    10. review and rewrite Operational Behavior sections inherited from MQTT-SN 1.2

    • 621: Do we need packet id in DISCONNECT and AUTH packets?
