    Critical tasks for PRD01

In order to commence 30-day public review beginning of April we need to follow a tight schedule:
    -
March 22: Deadline for submitting proposals to the TC. Subcommittee members and chairs, please observe the process for forwarding changes so that proposals come forward well-defined and unambiguous for editors and TC members.
    -
March 27: Submitted proposals to be discussed at next weekâs conference call and the TC decides on accepting the proposals.
    -
April 02: PRD01 documents and artefacts have to be finalized and published in the TC repository.
    -
April 03: TC formally votes on UBL 2.3 CSD and PRD.

Agreed to move the deadlines one week to be able to solve the open issue concerning tax inclusive amount. Kenâs availability to work on main documents and artefacts to be confirmed.
Kees and Erlend will discuss if feasible to take over editing of PRD01 or if itâs necessary that Ken continues for now.

At last weekâs meeting we discussed that some open JIRA tickets are considered critical for the UBL 2.3 PRD. We need to identify all tasks on the critical path in order to structure the work and meet this important deadline:

    -
Critical bug concerning unbounded price at line level was previously deferred from 2.2 to 2.3 and remains open:
    https://issues.oasis-open.org/browse/UBL-45

    -
Any other open JIRA tickets that are considered critical for PRD01?

    o
    UBL 2.3 issues:
    https://issues.oasis-open.org/issues/?filter=12972

    o
    None

    -
Suggested changes from the pre-award TC are included in the agenda further down. Does the pre-award SC have any further changes for UBL 2.3?

    o
The pre-award SC has further changes for UBL 2.3, which will not be ready for the PRD01 given the current deadlines.

    o
The SC will assess how much time is necessary before changes can be submitted to the TC. Preliminary estimate is 4 weeks.

    o
Shall we postpone the PRD01 to wait for the changes from the pre-award SC? Discussion to be continued next week.

    -
Two critical JIRA tasks related to post-award:

    o
    Tax inclusive amount:
    https://issues.oasis-open.org/browse/UBL-182

    o
Cardinality of customer party for B2C invoices/receipts:
    https://issues.oasis-open.org/browse/UBL-203

    o
Does the post-award SC have any further changes for UBL 2.3?

    Â
There might be more critical issues. Kees will review the issues in JIRA and report to the TC.

    Â
Discussion will continue next week, with an assessment of issues considered critical.

    -
Suggested changes from the transportation SC are included in the agenda further down (still misses the description). Does the transportation SC have any further changes for UBL 2.3?

    -
Are there any qualified BBIEs that need proposed helpful code lists?

    o
Cecile to send additional code lists to the TC mailing list.

    -
Are there any additional tasks on the critical path to PRD01 not listed above?

    o
    None

ASN.1 Alternative Representation for UBL 2.1 and UBL 2.2

ASN.1 Alternative Representation for UBL 2.1 and UBL 2.2 Committee Notes were approved by the TC on March 13. Progress on publishing the Committee Notes can be followed here:
    -
    https://issues.oasis-open.org/browse/TCADMIN-3343
    -

    Accounting standardization efforts - UN/CEFACT

1/2 day UN/CEFACT conference coming up in early April to "explore the current state of international and regional accounting and audit data standardization and the opportunities and challenges that face development and adoption.".
    See: https://lists.oasis-open.org/archives/ubl/201903/msg00016.html

Will any members of the TC be participating or is interested in participating?
    -
TC members are interested in observing the work. Kenneth to coordinate further.

    UBL Australian Localisation Subcommittee (ALSC)

The localization subset is closed to be finalized. Aim to have a finalized draft within a couple of weeks.

UBL Payments and Finance Subcommittee (PayFin)

The Australian Localisation Subcommittee has provided input for further discussion for generic payment structures:
    https://www.oasis-open.org/apps/org/workgroup/ubl-australia/download.php/64653/UBL-Local-Invoice-au-v1.0-wd01.docx
    (See section 4.1.6 Payment Means)

    Work is still in progress.

    UBL Post-award

    Critical JIRA tickets:
    -
    Tax inclusive amount:
    https://issues.oasis-open.org/browse/UBL-182

    o
During the Pacific call it was discussed not to confuse Tax Inclusive Amount with Payable Amount. Levine will post a comment on calculation options.
    -
Cardinality of customer party for B2C invoices:
    https://issues.oasis-open.org/browse/UBL-203

    o
There have been some discussions on the JIRA ticket. Levine noted that the buyer party is optional in Australia for B2C transactions under $1,000.

    UBL Pre-award

The pre-award TC has submitted the following proposals for including into UBL 2.3 PRD01:

    -
Support further improvement of the QualificationApplicationRequest and QualificationApplicationResponse making them fitter for purpose:

    o
Allowing to specify criteria per lot(s)/commodityClassification and evidences per lot commodityClassification,

    o
Enriching the TenderingCriterionProperty ABIE with new elements of type URl, indicator, maximum quantity and minimum quantity,

    o
Loosening the TenderingCriterionPropertyGroup cardinality to allow for the specific case when a criterion is composed of subcriteria but has no specific TenderingCriterionProperty,

    o
Support of CPB identification with adding the element ContractingParty.ContractingRepresentationType.
    -
Additional and supporting artefacts are published here:
    https://www.oasis-open.org/committees/document.php?document_id=64801

Above changes will be voted upon by the TC next week unless there are changes. Please share all comments and changes before March 22 in order to meet the deadlines for UBL 2.3 PRD01.

    Subcommittee conference calls

    -
Australian Localisation Subcommittee will be meeting in the BDXR âoff weeks" one hour in advance of the UBL Pacific call (00:00UTC)
    -
Transportation Subcommittee will be meeting on Wednesdays every week at 14:00UTC (will be using Peter's GotoMeeting facility)
    -
Pre-award Subcommittee will be meeting on Wednesdays every week at 13:30UTC (will be using Natalie's WebEx facility)
    -
Other subcommittees will be meeting on an as-required basis

    Face-to-face

    Europe
If we had a face-to-face the week of 2019-09-23 then attendees could continue on to Vienna for the Exchange Summit conference the following week (as was convenient for some members in 2018).
Offers to host from Zwolle (NL), Copenhagen (DK).

    US
Do we need a face-to-face in the southern US this year? If so, who do we know who could host us or sponsor a meeting venue?
Would the US Fed in Minneapolis be able to host us in early June? Late May is not an option.
Can we go back to Tradeshift also regarding May or June in San Francisco?
This would be timed after the end of our first review so that we can work on a second review.
