    I believe the TC should have standing rules on what the maintainers can do on their own recognizance and what takes approval (even it it's only by lazy consensus) from the TC.
    I think contributions can go in a 'contribution' area wo any approval but that changes to the 'agreed text' of any work product would require TC approval via lazy consensus (email to inform TC of PR, and passes if one second and no objections within a week - ie. Doesn' require majority to vote yes, just nobody to vote no).

    I second establishing a "contributions" folder in the Open GH repo, where maintainers follow a standing rule of automatically accepting all "independent" PRs, where independent means that no contributor modifies any content from other contributors.

    I don't see the benefit of a contributions folder in the TC GH repo, where PRs go through the normal consensus process before being merged.  I'm not opposed to it; I just don't see a use case for it yet.
