I was able to work this out with Oasis. `urn:oasis:names:tc:acal:` is a GO!

III. Issues
Reviewed changes in git, noting that XML schema 1.1 and ACAL core schema are now in
alignment.

Parameterized Policies
Discussion on naming conventions (e.g. "Parameter Name" -> "Name")

Naming conventions
There was discussion on other naming conventions where conversion to JSON, etc. causes
issues with clarity concerns. Some of the bag functions were used as examples
(comparing values).
