    More conformance statements need to be identified and labelled, particularly in the Protection Encapsulation section.

    However all functionality is viewed as complete and ready for review and implementation.

    This is the working draft with all known issues resolved. The differences
    with 1.2 section has been added. Figures and conformance statement labels
    have been checked and corrected.
