    Hi,

    Looking at the example posted at https://github.com/oasis-tcs/xliff-xliff-22/blob/master/xliff-22/test-suite/core/valid/almostEmpty.xlf , I feel that we need to change in the constraints of <file> or <group> elements to require at least one <unit> in a <file>.
