OASIS Static Analysis Results Interchange Format (SARIF) TC

Dear members,

as you may have noticed already, I have implemented the
5 issues with existing proposals, and created 5 matching
pull requests for your reviewing pleasure.

Please feel free to review and hopefully we can
approve and merge these change sets so that I can
subsequently provide the next editor revision with
