Submitter's message As discussed in the last meeting, a cleanup of the recommended curves based on usage guide information.
It removes all potential ambiguity about which curve we actually mean by having the OID mapping as normative text.
Thanks to Judy for review comments on an earlier draft of this proposal which have been incorporated and for the original usage guide table source material.

- started with Usage Guide table
- removed the enumeration value column (so there is only one definitive
source),
- sorted it by curve name,
- made the third column a comment one so it can list aliases or explain
the context of usage or the mistake
- used italics to distinguish comments from aliases
- included the two unusual OpenPGP curves noted when reviewing various
curve tables
- included the "PH" version of Curve25519 and Curve448 (used for Ed25519
