    So this seems like a one off question, but in a conversion being done for one of my customers, they had some required cleanup that needed to be inserted inside <howtoavoid>, but <required-cleanup> is not allowed there, so it getting moved to outside the hazardstatement. It seems like it should be allowed everywhere. Is this an oversight or is there a reason for it not being allowed?
