    I think you are correct person to ask this – if not then please forward to appropriate staff.

    I believe the difference between an observer and an Permanent Non-voting Member (PNVM) is that although neither vote or count towards quorum, and PNVM may participate in discussions but Observer can  not. Am I correct? https://www.oasis-open.org/roles/ indicates Observers can't post to list (since it's participating).

    Should we change status from observer to PNVM for those participating? As Secretary, is there anything else I'm supposed to do other than point it out to you?

    Hi, first time caller, long-time listener. I am currently also an observer on the TC. If we are considering ASN.1 a modeling language in scope due to the related technologies in the charter, you may want to include CBOR and CDDL given their heavy usage in SCITT and other IETF technologies that are normative requirements in SCITT.

    Hello Duncan:

    You are correct on the distinction and effect on quorum. Observers are expected not to participate on calls, email lists, etc. because they have not made the same commitment to the IPR policy or TC rules as a member. If someone wants to move from observer to member (or any sort) we need this form filled out so we can obtain approval from the Primary Rep. If the person is the Primary Rep, OASIS staff can immediately add them to the TC roster. From there we can determine what status (member or PNVM) is most suitable for the situation. 

    You are welcome to share this information with Observers as needed or send them my way. Either is fine.
