I tested the draft ODF TC homepage with the basic screen reader, Narrator, in Windows 11. It is reported to be a basic screen reader so I used it as a baseline for this test.
With the element:
<a href="mailto:patrick@durusau.net" target="_blank">Patrick Durusau, Co-Chair</a>
Narrator said:
"Link, Patrick Durusau, Co-Chair"
So, a person using the screen reader could follow the link, but doesn't have access to the email itself, patrick@durusau.net.
With the present, fuller link:
<p><strong>Chair:</strong> Patrick Durusau<br /><a href="mailto:patrick@durusau.net">patrick@durusau.net</a>
The email address is read as part of the <a/> element.
OK, so for accessibility, email addresses need to be specified in separate mailto links.

Question: So what do we do about the gibberish links generated by the present system?
Our minutes of Oct. 7th for example:

And I gave it a file name to use for linking purposes. Go figure.
