It was decided that the pre-award team could only update the definition of parties used in the pre-award documents. Knowledge of the domain of a particular document is required to appropriately update the definition of the parties in a given document. It was therefore decided for the non-pre-award documents that the team would update the definitions, applying the agreed rules (see last weeks minutes or legend in the file). It would then be up to the different subcommittees to see if their defnitions needed improving. A further step could be that the different sub-committees checked the definitions of the other subcomittees to check that they were understandable without being a domain expert.
