Summary
Paul presented a draft project document for the work of the Pre-Award Subcommittee to try to formalise the ongoing work.
Dragos said that the existing UBL 2.3 forms QualificationApplicationRequest and QualificationApplicationResponse were for the current version (3.3) of ESPD without any Extensions. However, there are some requirements for future versions of ESPD which could lead to proposals for UBL 2.5.
Paloma said that high-level discussions are occurring between the Publications Office and DG GROW, on the possible integration of ESPD (European Single Procurement Document) and eForms. These may result in a policy for the OP and have implications on the UBL work, but this is unlikely to happen very soon.
Unfortunately Paul lost his internet connection during the meeting. Dragos took over the presentation and the remaining parts of the document were discussed.

The project document will be reviewed and updated at the next Subcomittee meeting.
