I reviewed the Navigation and Alternative Titles topics and realized that the most effective thing was to rewrite those topics. I have put my work on a PR: https://github.com/oasis-tcs/dita/pull/949
In addition, it seems like the Indexing material should be under the Navigation topic rather than at the same level as the Navigation topic explicitly mentions indexes as a form of navigation (which they are).
In my rework of the Table of Contents material I tried to generalize it a bit to make it clear that a given publication may have any number of navigation structures generated for it-the original implied that there was at most one table of contents. I tried not to make it too abstract.
For the alternative titles material, I broke the original into two topics under the Alternative titles topic, a normative explanation of the alternative title precedence rules and a non-normative set of examples reflecting the examples in the original topic.
