Hmm. Logged in I can see the document archive. When you download it shows the actual filename (ei-cts-v1.0-wd22.docx).
The public view seems to be broken-- click on it and get a broken link. I've reported the problem.
If you're logged in you can see the document archive; I'm reporting that you can't download.

Unfortunately I used a more readable display name then didn't notice that it picked the file from my previous upload...
The Revised version, linked from the second email, is the correct Working Draft for discussion and possible Public Review ballot at the Energy Interoperation TC March 28, 2024 meeting at 11am US Eastern Time.
