I had understood from your previous email that you were now in favor of adding the new element. I apologize if I misunderstood you.
As you suggested in the mail, the proposal in the CSD02 draft includes a definition of the element that clearly defines its scope as applying the document as a whole, and it is not replacing the applicable territory at item level.
I have reopened the ticket so it becomes part of the voting package as was originally planned.
