    Dear Kenneth and TC members:

        This note is about submission of UBL v2.4 to ISO/IEC JTC 1. As you know, we have v2.4 ready to go, subject to the formatting issues described below. As background, in our recent submissions to JTC 1 we have encountered a larger degree of formatting and production detail issues that we have not previously encountered.  As you probably know, there was some colloquy last year about whether PAS submissions would be more welcomed in their native formats. or required to conform to ISO / ITTF house rules on format, particularly in returning updated versions of submissions.  As a practical matter, what we have learned through multiple rounds of submitting and re-submitting is that many of the guidelines, including some new ones, are treated as mandates now. 
        I am sending some specific instances over to Kenneth privately. 
        Particularly of note to us are (a) their permitted format for (editable) diagrams, an issue here as some of your 'figures' in version 2.4 are .PNG files, and (b) their strong preference for A4 size pagination in paginated documents (such as your PDF render).  We have two PAS submissions out for ballot at JTC 1 now, and will be happy to add UBL to those as soon as we have guidance from you on these minor issues. 
       I will write separately on a few other matters, and we look forward to speaking with you this week.
