Paul, Thanks for correcting that. Should have been more precise in my email. But in the context of the current discussion, the SCA TCs are looking to go to CS soon. The problem they face is that to go to CS, the current rules will require infinite number of CSDs and PRs because of the cross-dependencies, ...

As we all know, specs in all the SCA TCs have dependencies on each other. For example, Assembly has a normative reference to Policy and WS-Binding.
